Yes they can,but dont sandblast the wheels.Sand is not the best choice when you are blasting aluminum.Aluminum is pretty soft material and sand will "eat" your wheels.I blasted my bikes wheels with glass beads before taking them to powdercoater.Dont forget to screw bolts to the brakedisc mounting holes etch.(it will protect threads from the powdercoating) and make cover for the wheel bearing holes.
